A Fair and Transparent PILOT With US and For US!
Anchor institutions in Baltimore only pay a small portion of their wealth into community benefits and the PILOT. Baltimore’s high-needs population will need more investments from the government and anchor institutions to address the city’s problems and turn the tide.
We do not argue that these institutions should have their tax-exempt status revoked, but rather that they pay their fair share for the city services they utilize so that the city can fund our public schools, green spaces, roads, firefighters, and basic city services.
The Fair Share PILOT Task Force aims to create a fair and transparent process to support the renegotiation of the 2026 PILOT Agreement and address the funding gap created by the tax-exempt hospitals and universities with all relevant stakeholders at the table. The tax burden shouldn’t fall on the backs of Baltimore’s working families!
