In 2016, Baltimore City signed a Payment In Lieu of Taxes Agreement with 14 hospitals and universities in the Baltimore Region. The institutions pay just 5% of their foregone property taxes.

St Agnes Hospital (Ascension Health Alliance)

UM Midtown
Johns Hopkins University
Loyola University
MICA
Notre Dame of Maryland
These institutions use about $47 million in city services annually. Because they only pay $6 million per the PILOT agreement, Baltimore is losing out on $41 million. The PILOT agreement is up for renewal in 2026, and it must be reconfigured to support Baltimore City’s economy and uplift its most vulnerable residents.
